Tracks Impact

What are good places to run in Richmond, VA?
If you know places with running tracks - so knee impact will be low - that will be great. Thanks for your help!
try the closest high school and college tracks

Is there a small, light-weight, low-impact tracking device?
I want to be able to find something once it has been lost.
Here is a scenario that would satisfy my requirements: I throw a baseball into a field of hip-tall grass. Embedded in the ball is a small, light-weight chip that consumes no power. I have a device that sends out a signal and "pings" for the ball. As I search the field, I wander within a 10-foot radius of the lost ball, at which point the device alerts me that I am close ("beep!") This become stronger if I get closer and disappears if I wander out of the 10-foot radius. Using this feedback I eventually find the ball.
I would need to receive the first notification no further than 5 feet or so; 10 feet would be better. If I did not get a signal before 1 foot, or inches, then the device was not very helpful (I think RFID works in the inches-range?) The "chip" must have minimal impact; you can't stuff a GPS unit with batteries into a baseball, but an RFID chip would be OK.
a small coin and a metal detecter maybe?
